Should private businesses be allowed to discriminate against gay weddings?

In essence, should a private business(owned by a strong religious person) refuses to bake a cake or fix up a room for gay weddings, can he be sued in court for discrimination. Or should a photographer be able to say he doesn't want to shoot pictures for gay weddings. Regardless of whether it is bad business for them or not, should they be allowed to?
