Is it too late to buy water-proof boots in NYC?

winter is a non-stop nuisance this year. My Totes are breaking apart. I tried Pay-less shoes and Fabco, they run out of sized and have very little choice anyway. My calf if big so Totes would be the best. Are DSW or Filenne Basement still see them?
