I have a question about Lightroom presets please...?

I am interested in using some of the photo presets to edit my photos faster, but I am slightly confused. I am a beginning photographer. I have a T2i and love it. It gets the job done for the moment. Anyways...Question is, Do I have to purchase Adobe Lightroom Programs to download the presets. I have found some free presets online, as the packaged ones are super expensive and I would like to familiarize myself with free ones b/f putting money into something I don't fully understand just yet. I have Photoshop Elements 8.0, and I am still learning...have lots to learn. I "youtube" alot. :) So to sum it up. Do I need Lightroom to download presets? Also, Is the Photoshop I have pretty good for editing or do I need something better? Thanks In Advance.
